I think that using adwords depends on the product you are selling.
For example, If you are selling lingerie, there are a lot of guys just wanting to see women in lingerie or naked women, so one of the keywords they use is naturally "lingerie" and they can spend plenty of time just clicking and looking without buying which ends up costing the advertiser a lot of money for nothing, because at the end of the day, they never had any intention of buying.
If you are selling a serious product or service, there are not many people who do searches for that particular product unless they are looking to buy. They may search plenty of sites looking for quality, cost, design etc, because it's not like they have to drive around looking, so again the advertiser takes the risk of spending money on adwords for nothing, but the risk is much lower.
So my advice is, consider what you are selling and what the chances are of people searching for pleasure as opposed to searching to buy before you decide whether adwords is for you or not, and if you decide to use the adwords, you should choose your keywords carefully.
