Its not so much the type of site that Google has issues with, its a problem of abuse. Some people just cant help themselves. They are born to lie, cheat and to steal and you want to learn to spot them and to avoid them at all costs.
This is not a complicated business. To the contrary most of it is common sense. If you are buying advertising on a high PR site make sure the link comes with a no follow tag. If you buy traffic from any site for that matter make sure that they throw in a no follow tag for the price. If you are buying a review from a directory for a submission learn to avoid sites that refund the fee if they don't accept your site. If you are buying a review from a directory learn to avoid sites that charge renewable listing fees. These last two are not official policy just yet but as I said its more a question of common sense. Google expects each one of us to take personal responsibility and to become neat and thrifty housekeepers.
