What are some of the indicators you use to gauge a directories strength?

Here is a tool I play with Directory Strength - How Strong is your web directory ?

I look at mainly on-site things...

are the submissions kept tightly to category?

are the link titles spammy?

are the descriptions spammy?

are the categories out of control? (i.e. 10, 20, even 30 pages deep)

when's the last site been accepted?

Stuff like that. PR can be mercurial at best and many of the tools are often broken and misreport their findings.

I consider popularity of directory, the amount of promotion it is using (trust me, most serious directory owners WILL promote their directory heavily), number of submissions with respect to the date they started (if it has 6000 links, and was started a week back, you can expect the owner to have imported pure junk), and a few tools too

The lenghth of time they've been actively around and not just a bought up domain.
