Could you make it free with a forced link back? And only after they have linked to you they will be added?

Just a thought

I pay for listings if the directory is of good quality. I do not always look at the page rank because I can get that from other places. The question for me is, is the category I'm submitting to going to provide a solid backlink to my site, in other words

is the category page well optimized for my anchor text?

Have others written good descriptions and anchor text that is relevant to my listing.

How many other outbound links are in the category?

These are the main things I consider when sumbitting to paid directory. For free directory it really doesn't matter but if they offer what I'm looking for then I will submit.

Good quality is a MUST with a directory if you are going to pay and some directories are not of good quality but still ask for payment.

I think its also the quality of the sites already listed!

I usually try to buy links from a directory that I see advertising a lot but may not have the best PR. If I see the directory everywhere but doesn't have the best PR then it is probably going to get some good PR.

I pretty much only buy links for PR because I rarely get traffic from directories. I think it is pretty much accepted that directory links don't give traffic unless they are directories of directories like directory critic. Uggh, that is a lot of directories in one sentence - I think we need an accepted abbr. for directory (i.e. Capital D?).

I'm strong believer that good SERPs are the best way to get traffic and D links help you get good SERPs.

I agree with you in the fact that most directories do not send alot of traffic. And yes, directories can provide good serps as long as one uses the correct anchor text.

Front page listings is the way to go with directories if traffic is the main reason, beeng buried deep in a category wont get you much traffic if any at all. Look for a directory that will put your link at the front page with a mid-level PR rank.

I pay if my link will be on the first page of the category that I am submitting to even if there is no PR. If there are alot of links in the category then I usually will buy a featured link.
