when user submit link to my directory in admin all accented characters of description changes to "?"

my directory is in utf8, template files saved as utf also utf is forced in my htacces...

when admin agregate any url everything seams to be ok

any suggestions on how and where too look to fix that, will be much apreciated

It'd be great if the script would allow users to review and rate gyms but it isn't absolutely necessary and subdirectories would be nice.
